Josie Hoover, DMin, SHRM-CP
Director of Human Resources/Title IX Co-Coordinator, Pittsburgh Theological Seminary
Josie Hoover, DMin., SHRM-CP, brings 19 years of experience in higher education administration, inclusive of student services, governance, compliance, and human resources. Currently, Hoover is the Director of Human Resources and Title IX Co-Coordinator at Pittsburgh Theological Seminary (PTS), where she manages the Seminary’s HR functions and Title IX compliance. Prior to joining PTS, Hoover was the Compliance Officer & Title IX Coordinator at the University of the District of Columbia, where she was responsible for developing and implementing all university-wide policies and programs related to Title VI, Title VII, Title IX, Section 504 (ADA), workers’ compensation, and campus equity and diversity programs.
Hoover’s previous roles in higher education include Title IX Coordinator, Director of Human Resources, and Diversity Officer at Wesley Theological Seminary in Washington, DC. Committed to higher education, she serves as a peer evaluator for the Middle States Commission for Higher Education, the Association for Theological Schools/Commission on Accrediting, and as an Advisory Board member of the Association for Title IX Administrators (ATIXA), as well as a member of its Civility and Respect Community of Practice.
Her community outreach efforts include serving as a mentor for the RISE Together Mentorship Network (Pittsburgh Cohort) and as a member of the boards of the Appalachian Ministries Educational Resource Center (Berea, KY) and the Joy of Motion Dance Center, Inc. (Washington, DC). Her professional memberships include the Society for the Arts in Religious and Theological Studies, the American Academy of Religion, and the Society for Human Resource Management.
Hoover has a B.S. in Criminal Justice from the University of Louisville, and Master of Divinity and Doctor of Ministry degrees from Wesley Theological Seminary.

Nicoli Z. Richardson, J.D.
Systemwide Title IX Director, Systemwide Title IX Office, Systemwide Office of Civil Rights, University of California, Office of the President
Nicoli (pronounced Nicole) Richardson is the Systemwide Title IX Director at the University of California, Office of the President. Her work focuses on providing education, guidance, and strategic and investigative support to the Title IX Offices at UC’s 10 campuses, six academic health centers, and the Lawrence Berkeley National Lab.
Before joining the UC, Richardson served as the Assistant Vice President and Deputy Title IX Coordinator for Healthcare at the University of Southern California’s Office for Equity, Equal Opportunity, and Title IX, now called the Office of Civil Rights Compliance. There, she managed responses to all reports of discrimination and harassment, particularly Title IX matters, arising in the healthcare context, including at USC’s academic medical centers, affiliated hospitals, and all healthcare-related schools and academic programs.
Prior to her time at USC, Richardson worked for more than a decade as a private practice attorney, handling various civil matters arising in the healthcare industry, including those involving sexual misconduct and discrimination.
Richardson earned a B.A. in English with a minor in Spanish from Stanford University and a J.D. from the University of Miami School of Law. She serves on the ATIXA Advisory Board, and, in her spare time, enjoys creative pursuits such as pottery and knitting. She is also an avid reader and baker.

Angela Nastase, J.D.
Director, Title VI & Title IX Coordinator, Office of Civil Rights and Sexual Misconduct, University of Maryland, College Park
Angela Nastase, J.D., is the director of the Office of Civil Rights & Sexual Misconduct and Title VI and Title IX Coordinator at the University of Maryland, College Park. Nastase is a nationally recognized civil rights expert and senior administrator with a demonstrated history of working in higher education, K-12 school districts, international relations, and the education risk management industry.
Prior to her current role, Nastase served in leadership roles at George Mason University, Marymount University, and the University of Nebraska at Omaha. As a former risk management consultant for United Educators, she developed and delivered national training to higher education administrators on civil rights compliance, investigation and adjudications best practices, policy development, and institutional risk management strategies.
Nastase is a former K-12 teacher, a current Advisory Board member of the Association for Title IX Administrators (ATIXA), and holds a J.D. from Creighton University School of Law and a B.S. in education from the University of Nebraska-Lincoln.

Julie Langholdt, M.A.
Dean of Compliance and Financial Aid, Title IX/VI Coordinator, Metropolitan Community College
Julie Langholdt, M.A., is the Dean of Compliance and Financial Aid, as well as the Title IX/VI Coordinator at Metropolitan Community College (MCC) in Omaha, Nebraska. With over 25 years of progressive experience in Student Affairs, she demonstrates a strong dedication to equity, access, and student well-being in her work in higher education.
In her role as Title IX Coordinator, Langholdt oversees MCC’s efforts to ensure compliance with federal and state civil rights laws, including Title IX, Title VI, and the ADA/ADAAA. She leads policy development, training, and case resolution processes grounded in fairness, trauma-informed practices, and a focus on prevention and education. Langholdt also collaborates across departments and with community partners to strengthen institutional response, support survivors, and promote a culture of respect and inclusion.
Langholdt’s career includes various leadership positions at MCC, including Dean of Student Advocacy and Accountability and Dean of Campus Administration. She has overseen initiatives in student conduct, behavioral intervention, crisis response, and compliance education, while also serving as the College Ombudsperson to promote fair conflict resolution. As a counselor and educator, she demonstrates empathy, balance, and insight in her leadership—qualities that help her create safer, more supportive college communities.
An active ATIXA member since 2015, Langholdt has participated in numerous national conferences and trainings and is honored to serve on the ATIXA Advisory Board. She holds an M.A. in Educational Psychology from the University of Nebraska–Lincoln and a B.A. in Psychology from Creighton University.
Outside of her professional life, Langholdt enjoys traveling, exploring new wines, and spending quiet time reading. She believes in lifelong learning, connection, and finding inspiration through new experiences, reflecting her approach to leadership and education.
